After the proclamation of martial law in Poland in December 1981, a Solidarność Coordinating Office Abroad was set up. Led by Jerzy Milewski, the organization eliminated any internal opposition and succeeded in being recognized by most Western partners as the foreign representative of Solidarność. The Coordinating Office received most of its financial aid from trade union internationals and from the United States. Initially, the Coordinating Office was active mainly within international institutions such as the Conference on Security and Cooperation in Europe and the International Labor Organization. From 1984 onward, the organization sought to influence senior politicians and governments and became an important reminder to the Western world of the Polish crisis, as well as providing financial and material aid to the banned Polish trade union. However, it did not have a definitive impact on policymaking and remained largely dependent on its allied organizations.

Cet article donne un aperçu des contacts entre la Roumanie et la Belgique entre 1859 et 1939, mais avec des considérations sur la Guerre Froide. Elle commence par l'historiographie, en montrant qu'une collaboration intense s'était déjà développée dans les années septante. Après, c'étaient surtout des historiens roumains qui continuaient les recherches. Comme ils ont surtout analysé les contacts politiques et culturels, cet article se concentre sur les relations économiques. Avant 1914, les investisseurs belges étaient actifs dans plusieurs domaines, comme l'industrie métallurgique, les chemins de fer, l'électricité et le pétrole, mais ce n'est que dans la sucrerie roumaine où la place des Belges fut prépondérante. En ce qui concerne le commerce, une grande partie de l'exportation roumaine était destinée à la Belgique (50% dans les années 1900-1903 et 30% dans les années 1904-1909), mais Anvers était en premier lieu un port de transit. Après la guerre, les relations économiques entre la Belgique et la Roumanie furent rapidement ré-initiées, mais les capitaux belges étaient souvent incommodés par la nationalisation. De l'autre côté, l'industrie électrique roumaine attirait de nouveaux investissements de capitaux belges vers la fin des années vingt.
